Focus
Technology choices are made to fit the problem in front of them. A reporting tool used by a handful of people and a transaction-heavy platform have different needs, and treating them the same produces either fragility or unnecessary cost.
Before proposing a build, existing tooling is examined. Where a configured product or a small integration solves the problem, that is stated. Custom development is recommended when the process is specific enough that generic software would distort it.
